September 20, 2011: WINAD's Inter-Generational Women's Leadership Programme (IGWLP)
 
                 WINAD continues to roll out its IGWLP in communities in Triniidad and Tobago. The IGWLP is designed to "nurture the whole girl while altering attitudes, enhancing self-esteem, supporting emotional and intellectual growth." September 19, 2011: PM Persad-Bissessar co-hosts UN Side-Event on WOmen's Political Participation - Making Gender Equality in Politics a Reality
 
Prime Minister Kamla Persad-Bissessar co-hosted a side event at the United Nations on Women's Political Participation. The event was designed with the aim of raising awareness on woemn's participation in leadership roles. Other high level speakers at the event include; H.E. Hilary Rodham Clinton, US Secretary of State; H.E. Dilma Roussef; President of Brazil; and H.E. Rosa Otunbayeva, President of Kyrgyz Republic.

My Journey

As a young girl growing up in a rural community in Trinidad and Tobago, my mother encouraged me to pursue higher education in the United Kingdom at a time when the pervading cultural norms relegated women and girls to the home.

I began my political career in local government as an Alderwoman. Subsequently, I contested and lost my first parliamentary elections at a time when the parliamentary benches were dominated by men. The acute disappointment I felt did not deter me, and I persisted because I believed that women politicians should contribute to decisions that improve the lives of women and girls.

I became the first woman Attorney General of my country; I served as Minister of Legal Affairs, Minister of Education, the first woman acting Prime Minister, the first woman of a political party, and the first woman Leader of Opposition. Thisgave me many opportunities to broaden and deepen my vision of how my political leadership should and could be used to provide equal opportunities for all. Now, as Prime Minister of Trinidad and Tobago, I see my role as pivotal in building a society that respects diversity, redresses inequalities, and promotes good governance that tackles corruption and addresses human and citizen security.

I tell my story in brief because the goals we are setting ourselves today will only be achieved through courage, commitment and conviction.

Women as Agents of Change

As the first woman Chairperson of the 54 member states that comprise the Commonwealth, I have been inspired to take forward its theme of ‘Women as Agents of Change’in this the centenary year of International Women’s Day. Starting with Commonwealth Day in March 2011, to the first Organization of American States’ hemispheric forum on women’s leadership in April 2011, to the Caribbean Regional Colloquium on ‘Women Leaders as Agents of Change’ in June 2011, we have mobilised international support to convene this UN General Assembly Side Event on ‘Women's Political Participation’, and I would like to congratulate and thank my fellow co-sponsors of this event. I also wish to acknowledge the efforts of the Commonwealth Secretariat, the OAS, and the Caribbean Institute for Women in Leadership.
Women as Political Agents of Change

In the developing South, various strategies have been adopted to increase women’s political representation. These include the zebra or zipper system which alternates equal numbers of female and male candidates on political party lists in local and national elections as practised in Namibia and South Africa, and affirmative action quotas as in India through the reservation of 33 per cent of seats for women in local government. 

Since the 1970s, the United Nations, Commonwealth and other multilateral institutions have committed to achieving a minimum target of 30 per cent of women at all levels of decision-making.

However, it is my belief that we must do better. Where we have achieved 30 per cent, we must aim for 50 per cent.

Women’s Transformational Leadership

Please allow me to introduce my vision of women as transformational leaders. I would like to see women comprising half of our legislatures, half of our local governments, half of our state boards and private sector board rooms, half of our leaders in civil society and community organisations, and half of our decision-makers in all other spheres.

A wise Chinese Proverb states that “Women hold up half the sky”

This is not only about women’s right as enshrined in international agreements, but it is about women’s participation in decision-making at all levels being seen as an opportunity for us to make profound changes and transform our societies.

For example, it is NOT OK that 70 per cent of the world’s poor are women. It is NOT OK that violence against women is perpetrated in our homes, in our public spaces, in situations of armed conflict and war. It is NOT OK that girls are victims of incest, sexual violence and bear the burden of teenage pregnancy. It is NOT OK that half a million women die each year during childbirth across the developing world. It is NOT OK that girls and women have the highest incidence of HIV/ AIDS and bear the brunt of care. And I can go on ….
It is thus our responsibility to lead this change through legislation, policies and programmes that protect girls, promote the rights of women and advance equality between women and men.
Instituting Broad-based Participation

Women are not a homogeneous group. We must find participatory ways of engaging with the full diversity of women in our societies. We must also listen to and act upon the voices of young women who are eager to challenge and transform the status quo.

Strategies

Since assuming office, I have created a new Ministry of Gender, Youth and Child Development, as well as appointed women to strategic ministries, and envoys for Women and Children. I have set a target of 40 per cent of women on state boards, and encouraged women to stand for local government elections. All of this is aimed at transforming our governance systems.

In addition, I have implemented social protection programmes to alleviate poverty. And I intend to introducea gender-responsive budget and enhance a gender responsive national development planning that will support the allocation of funding to all ministries and sectors, as a fundamental step to the achievement of gender equality.

I also intend to establish a National Commission on Gender Equality that includes women from the full spectrum of society to advise and support the Government in advancing women’s rights in the society.
Mentoring Programmes

I would like to propose a strategy of political mentoring programmeswhich can be seen as an empowering tool for buildingwomen’s political skills.  It provides a forum for women to “learn the system, use the system and change the system.”  Such programmes identify and encourage women to stand as candidates - locally and nationally – and also build strategic alliances with civil society.

The new technologies and new forms of social networking offer a strategicmechanism for engaging young women, and sharing our knowledge and experiences. I would like to propose a global online mentorship programme targeted at young women leaders interested in a political career, who will engage with and learn from experienced women politicians.
Closing statement
In closing, I urge us all to summon the political and the financial will to honour our commitments. We must ensure that our generation leaves a legacy of 50 per cent of women in political and other spheres of decision-making, and delivers tangible policies and action programmes aimed at improving the lives of women and girls.

State of Emergency to Curb Crime
 
 
The situation of armed violence and criminality in Trinidad and Tobago threatens the life, liberty and freedom of all citizens.  WINAD will continue to support government’s national, regional and international efforts to reduce and prevent armed violence and criminality; providing that these initiatives are not in conflict with international standards for protecting the rights of ALL citizens.
 
 
August 22, 2011: 'Limited' State of Emergency in Trinidad and Tobago
 
The State of Emergency (SoE) imposed by the Government of Trinidad and Tobago gives the government all powers to impose curfews anddetain during this period. While this is not the first SoE in Trinidad and Tobago (think back to the 1970s – Williams and the BPM and Robinson and the Jamaat Al Muslimeen), this however is the first directed at curbing gun violence in the country.
 
 
The SoE came into effect on Monday, 22 August 2011 and is expected to be in place for an initial fifteen (15) day period ending on Monday, 12 September 2011 after which the government will only need a simple majority to extend it in parliament. While it is expected that all law-abiding citizens and residents will welcome the government’s efforts to curb escalating criminal violence in our communities, the SoE raises serious concerns including the potential abuse of powers and force by law enforcement.

***WINAD hosted its Inaugural Lecture Series on June 4, 2011 at the Hyatt Regency at 7pm. The lecture series is WINAD's signature fundraising event and featured Susan L. Taylor, the former Editor-in-Chief of Essence Magazine. 
 
In addition to being a world class philanthropist and inspirational leader, Ms. Taylor is a tremendous  advocate for youth and women's programmes and the development of community networks. Ms. Taylor gave an inspirational speech in the Hyatt ballroom which was packed with men and women.

BELIZE
Belize promises tougher laws as rival gang crime worsens

BELMOPAN, Belize (CMC) — Prime Minister Dean Barrow has said that his administration will introduce tougher legislation to deal with crime at next Friday's sitting of Parliament after a grenade was thrown at a group of people in the old capital of St Martin on Tuesday.
Police were continuing their search for suspects and Barrow told reporters that he was thankful that the devise, which landed in front of a group of women and children, did not explode.
"Thank God the grenade did not explode. Generally, I believe that the GSU (Gang Suppression Unit) has been doing extremely well. I believe that unit has been able to bring some slight sense of reassurance to the public especially here in Belize City.
"We, in government, have committed to in fact provide to the unit all the wherewithal, all the material that it needs and we're in the process of procuring additional weaponry, additional bullet proof vests and additional vehicles," Barrow said....

St Lucia police kill 4 robbers in gunfight

CASTRIES, St Lucia, (CMC) — Police shot and killed four men yesterday after they robbed a business enterprise in Vieux Fort, south of here.
Police said that the men from the capital, Castries, had engaged them in a gun battle while trying to flee the area.
Officers named the leader of the group as Baptiste MacFarlane, alias "Epic", of La Clery, north of here. They did not disclose the names of the others killed. A fifth man, who was also shot during the incident, has not been named and is in critical condition in hospital.
The police said they had been monitoring the activities of the bandits as they emerged from the business place with the stolen goods.
The men sped off in a waiting vehicle but were later cornered by the police and in the ensuing gun battle, the four were killed.

Crime is everyone’s business

To this end, all are urged to support local non-profit organization Crime Stoppers Barbados, which is charged with co-ordinating such a task – encouraging and facilitating the sharing of information which would assist in solving local crimes. To date, Crime Stoppers’ 689 tips have been instrumental in solving 74 cases and have led to 80 charges being laid. The group has even gone further by seeking to be more proactive and implementing programmes, such as the “Combating Crime and Violence through Youth Empowerment” project, which would be used to prevent crime from occurring by educating and sensitizing the public, and the youth in particular, about the negative consequences of crime.
According to member of the Board of Director for Crime Stoppers Barbados, Devrol Dupigny, the project is an ideal opportunity “to start creating a movement of positive civic-minded young people”....

April 15, 2011:  Public Viewing of WINAD Documentary
**WINAD in collaboration with the Gender Affairs Division of the Ministry of Planning, Economic and Social Restructuring and Gender Affairs hosted a public viewing of "Our Story: Women, Peace and Security in Trinidad and Tobago.

This 30 minute documentary tells the story of the impact of gun violence on women and families. It traces the economic, social, physical and emotional challenges faced by women  and their families resulting from the untimely demise of a partner or sibling. Women from north, east and south Trinidad share their stories of adversity and surviving.
 
The viewing was immediately followed by a panel discussion with Prof. Rhoda Reddock (Deputy Principal, UWI) and Dr. Dianne Williams (UWI).

IANSA appoints Dr. Mirjana Dokmanovic as new Director. The Board of IANSA announced Dr. Dokmanovic of Serbia, an expert in international public law and international human rights law as its latest Director.   She has been a consultant and researcher on international law, human rights and gender issues for a wide range of European and Global agencies and organisations. She is currently professor at the Interdisciplinary Research Centre in Gender Studies at the University of Novi Sad, Serbia
Commonwealth women celebrated on Commonwealth Day. Some of the Commonwealth's most influential women met with the Head of the Commonwealth to mark the Commonweath Day and its theme "Women as Agents of Change" March 14 in London.
